　　根据澳门特别行政区相关规范和政策制定办法，经澳门特别行政区行政长官权威顾问委员会评估，为充分发挥一码（账号）一肖（肖像）一拐（拐卖）一特（特殊添加剂）管理政策的作用，进一步优化措施，本特别行政区制定《一码一肖一拐一特前沿评估说明》。现将有关事项说明如下：

　　一、目的及必要性

　　为全面贯彻实施澳门特别行政区相关法律和规定，进一步提升澳门特别行政区对一码一肖一拐一特的管理能力，有效促进澳门特别行政区专项工作的发展，保障民众的合法权益，特制定该说明。

　　二、申报对象
