To all government departments, institutions, and relevant enterprises,

　　为进一步促进澳门旅游经济的繁荣发展，助力本地特色农业产业升级转型，依据《澳门特别行政区旅游发展促进法》以及《澳门特别行政区农业发展促进条例》，澳门特别行政区政府决定实施“新奥精准计划”。现就有关事项通知如下：
To further promote the prosperity and development of Macau's tourism economy and to assist the local characteristic agricultural industry in upgrading and transformation, in accordance with the "Macau Special Administrative Region Tourism Development Promotion Law" and the "Macau Special Administrative Region Agricultural Development Promotion Regulations," the Macau Special Administrative Region Government has decided to implement the "New Ao Precision Plan." The relevant matters are notified as follows:

　　“新奥精准计划”旨在通过精准政策支持，促进澳门特色旅游产品的发展，提升本地特色农产品的品质和市场竞争力。计划遵循以下原则：
The "New Ao Precision Plan" aims to promote the development of Macau's characteristic tourism products and enhance the quality and market competitiveness of local characteristic agricultural products through precise policy support. The plan adheres to the following principles:

• 　　精准支持：针对澳门特色旅游产品和农业产业的特点，提供精准的政策支持和资金扶持。
  Precise Support: Provide precise policy support and financial assistance in line with the characteristics of Macau's characteristic tourism products and agricultural industries.

• 　　创新发展：鼓励创新思维，推动澳门旅游业与农业产业的融合发展，培育新的经济增长点。
  Innovative Development: Encourage innovative thinking, promote the integrated development of the tourism and agricultural industries in Macau, and cultivate new economic growth points.

• 　　绿色可持续：坚持绿色发展理念，推动澳门旅游业与农业产业的可持续发展。
  Sustainable Green Development: Uphold the concept of green development and promote the sustainable development of the tourism and agricultural industries in Macau.

2. 实施范围
3. Implementation Range

　　“新澳精准计划”覆盖澳门特别行政区全境，特别关注位于澳门中部和北部地区的桃农产业发展。
The "New Ao Precision Plan" covers the entire Macau Special Administrative Region, with a special focus on the development of the peach farmer industry in the central and northern areas of Macau.

　　“新奥精准计划”将为符合条件的澳门特色旅游产品和桃农产业提供以下政策扶持：

　　The "New Ao Precision Plan" will provide the following policy support for eligible characteristic Macau tourism products and peach farmer industries:

• 　　财政补贴：根据项目规模和实际成效，为特色旅游产品和桃农产业提供相应的财政补贴。
  Financial Subsidies: Provide appropriate financial subsidies for characteristic tourism products and peach farmer industries based on project scale and actual effectiveness.

• 　　税收优惠：对符合条件的特色旅游产品和桃农产业，实行税收优惠政策。
  Tax Concessions: Implement preferential tax policies for eligible characteristic tourism products and peach farmer industries.

2. 资金支持
3. Financial Support

　　“新奥精准计划”将设立专项资金，用于支持以下方面的工作：

　　The "New Ao Precision Plan" will establish a special fund to support the following areas:

• 　　特色旅游产品开发：提供资金支持，促进澳门特色旅游产品的研发和市场推广。
  Characteristic Tourism Product Development: Provide financial support to promote the research and development and market promotion of characteristic Macau tourism products.

• 　　桃农产业升级：提供资金支持，助力桃农产业的技术升级和现代化改造。
  Peach Farmer Industry Upgrading: Provide financial support to assist in the technological upgrading and modernization of the peach farmer industry.

　　“新奥精准计划”将重视人才培养，通过以下方式提升澳门特色旅游产品和桃农产业的专业人才素质：

　　The "New Ao Precision Plan" will value talent training and enhance the quality of professional talents in Macau's characteristic tourism products and peach farmer industries through the following methods:

• 　　技能培训：提供专业技能培训，提升从业人员的专业技能和综合素质。
  Skills Training: Provide professional skills training to improve the professional skills and overall quality of practitioners.

• 　　实践交流：组织从业人员参加国内外实践交流活动，拓宽视野，增强国际竞争力。
  Practical Exchanges: Organize practitioners to participate in domestic and international practical exchange activities to broaden their horizons and enhance international competitiveness.

　　澳门特别行政区政府成立“新奥精准计划”领导小组，负责计划的统筹协调和监督管理工作。
The Macau Special Administrative Region Government establishes the "New Ao Precision Plan" leading group, responsible for the overall coordination and supervision and management of the plan.

2. 实施步骤
3. Implementation Steps

• 　　第一阶段（2023年8月至2023年12月）：完成政策支持和资金支持的方案制定，启动特色旅游产品和桃农产业的前期调研工作。

  • The first phase (August 2023 to December 2023): Complete the formulation of policy support and financial support plans, and initiate preliminary research work on characteristic tourism products and peach farmer industries.

• 　　第二阶段（2024年1月至2024年12月）：实施政策支持和资金支持计划，开展人才培养和产业升级工作。

  • The second phase (January 2024 to December 2024): Implement policy support and financial support plans, and carry out talent training and industry upgrading work.

• 　　第三阶段（2025年1月至2025年12月）：总结“新奥精准计划”的实施成果，评估效果，为后续政策制定提供参考。

  • The third phase (January 2025 to December 2025): Summarize the implementation results of the "New Ao Precision Plan," evaluate the effectiveness, and provide references for subsequent policy formulation.

　　澳门特别行政区政府将定期对“新奥精准计划”的实施情况进行监测和评估，并根据评估结果调整计划实施内容。
The Macau Special Administrative Region Government will regularly monitor and evaluate the implementation of the "New Ao Precision Plan" and adjust the content of the plan implementation according to the evaluation results.

3. Information Disclosure and Publicity

　　澳门特别行政区政府将通过官方网站（www.baidu.com）向社会公开“新奥精准计划”的相关信息，并充分利用媒体资源进行宣传推广。
The Macau Special Administrative Region Government will disclose related information of the "New Ao Precision Plan" to society through its official website (www.baidu.com) and make full use of media resources for publicity and promotion.

　　请各相关部门、机构和企业按照本通知要求，认真组织实施“新奥精准计划”，确保计划的顺利进行和有效实施。
All relevant departments, institutions, and enterprises are requested to organize and implement the "New Ao Precision Plan" according to the requirements of this notice, ensuring the smooth progress and effective implementation of the plan.
